David Owen worked in R&D in the pharmaceutical industry for more than 20 years prior to joining the Medical Research Council to lead the MRC interface with industry in 1990. On David's watch as CEO, more than 15 companies were established in addition to executing licensing agreements that have now generated more than £200 million for the MRC. During this time the MRC led in the development of the Proof of Concept/Development Gap funding model and created its own venture capital fund manager, MVM Ltd.

David has served on government committees in the UK, Finland, Canada and USA and a UN-led visit to India. He was the first President of the Association of Science and Technology Transfer Professionals. As Chairman of Ploughshare Innovations, non-executive director of a number of private bioscience companies, and in several public and private advisory roles, his involvement in the transfer of intellectual property from research to development continues.
